This happens because Safari requests a slightly different URL. Chrome:
http://www.am-wasserfall.org/wp-content/uploads/2016/02/LKG-Veranstaltungsplan_Ma%CC%88rz-April_2016.pdf
Safari:
http://www.am-wasserfall.org/wp-content/uploads/2016/02/LKG-Veranstaltungsplan_M%C3%A4rz-April_2016.pdf
The data flow seems somewhat complicated for this URL, so I couldn't easily see whether Safari does something wrong. Ultimately, both URLs should be equivalent, just encoded differently.

This is surprising, as I don't think that anything changed on the WebKit side.
