Summary [GTK] Pinch zoom allows view less 100%

When using the pinch to zoom in Gtk+, you can zoom out so that the website is less wide than the frame (so less than 100%). This is demonstrated in then screenshot. This is annoying, as there is no way to get it back to 100% pinch-zoom short of opening a new tab. This is also out of line compared to other platforms; eg. android webview stops me zooming out beyond the width of the website. Tested with Epiphany powered by WebKit 2.11.90

I can't reproduce this in Epiphany Technology Preview, commit 6d81308bd9830255cd249dc4068db56b15ffa12f42fd78ead0850991f78deada.
