On any windows, any webkit-browsers, border of <select> element overlaps the select arrow. Example: https://jsfiddle.net/s74jqdbu/

Could you please clarify which WebKit browsers are you seeing this in?

Thank you for the clarification. None of these browsers use WebKit. They use Blink, which is a fork on an old WebKit version, now developed separately: https://en.wikipedia.org/wiki/Blink_(web_engine)
