Summary Web Inspector: Tabs height should be 2px less to match Safari

Since Bug 145647 "Web Inspector: Decrease tabs height to match Safari's tabs height", Safari's tab height decreased by 2px. I think we should do the same: 1. To match Safari. 2. To decrease toolbars height—it's currently too tall. When Inspector is docked to the bottom, it's a real problem on small 11-13" laptops. In addition to that, the new tab button should be a square: <rdar://problem/22731239>
