When a WKWebView's contentInset has values greater than 0, content that is has been scrolled into that (originally empty) area does not respond to interaction.

Is this the same as the later reported bug https://bugs.webkit.org/show_bug.cgi?id=183648 ? Was it resolved by https://trac.webkit.org/changeset/229641/webkit ?
