Created attachment 264288 [details] video reproducing the issue on pages with scrollable content and a fixed div with overflow: scroll or overflow: auto, like http://www.backbonejs.org or http://www.django-rest-framework.org, when you scroll the main content you can no longer scroll the content on the fixed divs

Came upon similar iOS issue and originally thought this was the bug, but then watched the video, and realized it's something else. Though, I am fairly confident this issue has been fixed, as I don't see the bug (like shown in the video) in safari on my mac.

I think this bug has been fixed since macOS Sierra (see https://bugs.webkit.org/show_bug.cgi?id=151015)
