The changes between r190210-r190218 introduced regressions on Windows. Unfortunately, we had a period of build outage on Windows during these changes and cannot narrow things down further.

The most likely changes to have caused these regressions are <https://trac.webkit.org/changeset/190209> and <https://trac.webkit.org/changeset/190214>
