Steps to Reproduce:

1. Disable async scrolling.
2. Run minibrowser.
3. Load a page.
4. Rubber-band to the left.

Expected:

Should be easy to rubber-band, like in Safari.

Actual:

Most gestures that should start a rubber-band don't.

I take back my regression point. That revision regressed some very related things, but apparently not this.
