I do not know if this is a bug. WebKit internally enforces a minimum size of 4 rows.

This is intentional, and I think we've had this minimum forever. If no other browser has a minimum, I guess we should consider changing this for compatibility.

Created attachment 465809 [details] STP167 differ from Chrome Canary and Firefox By using one of the test case, I noticed that Safari render it differently compared to other browsers as can be seen in the attached screenshot. Will change it to "New" and add "BrowserCompat" as well.
