Providing API to get the unique id of AtkPlug object. Basically this is attempt to provide new accessibility approach based on elm_web control. This patch will also remove all the EAIL dependencies. EAIL is not going to be used anymore. Concept of having accessibility provided by EAIL library has been already introduced into the Elementary library.
