Steps to reproduce (Desktop):

1. Go to www.apple.com
2. Inspect one of the top navigation sections, the tooltip should be fine.
3. Pinch to zoom just a little bit, then inspect again.

The tooltip overlays themselves get larger from zoom, but they are also misplaced further away from the highlighted element.

The expected behavior is that the highlight rects are zoomed to cover the zoomed element, but the tooltips remain the same size and correctly attached to the highlighted rect.
