Reproduction

When specifying font-variant: small-caps, latin text in a vertical writing mode becomes upright.

Updated reduction to have closing </div> and also removed `-webkit-` prefixes. It seems all browsers are rendering this same.

yes this is working the same everywhere and correctly.
