There is an old bug for that: https://bugs.webkit.org/show_bug.cgi?id=105463

I suggest making a technical argument in the comments on that bug report. Nowadays some people are filing bugs about this based on what they read somewhere else. They end up making things worse for this spec since nobody can come up with any good use case or technical solutions for the issues of Pointer Events.
