Alexey is investigating the root cause; for now, I worked around it in https://bugs.webkit.org/show_bug.cgi?id=139204

Loading the framework early makes QuickLookMac::computeNeedsQuickLookResourceCachingQuirks() return a different answer. I'm not sure what exactly the QuickLook quirk is trying to achieve, there is probably a way to better limit the quirk to where it's needed.

We think it's possible the quirk is not needed anymore. Investigating further.
