Test case showing the bug

Using a SVG as a background with a `background-position` will become blurry on mobile chrome (clearly when zooming in, but on high resolution display this is always visible), yet this does not not happen on desktop chrome even when manually zooming in. Tested mobile chrome version: 39.0.2171.59 (Official Build) beta
Tested desktop chrome version: 38.0.2125.122 (Officiële build 290379) m
