Steps to Reproduce:

0. Install a service with UI.
1. Go to http://daringfireball.net
2. Pinch zoom in, just a little bit.
3. Select some text.
4. Bring another window to the foreground.
5. Return to the Safari window.
6. Try to hover the selection.

Expected:

The selection should be hoverable.

Actual:

It is not.
