even with web timing enabled, there are many tests that fail in LayoutTests/http/tests/w3c/webperf because RESOURCE_TIMING is not enabled.

RESOURCE_TIMING no longer exists. It is now a RuntimeEnabledFlag that I will be working to enable. I think we can close this particular bug.
