I'm working from r162996 (before accelerated compositing was required).  CSS transitions don't work at all.  It feels like something is not enabled.

This is fixed by enabling accelerated compositing at my test revision.  Accelerated compositing is now required, so there is nothing to fix.  Once WebKit on Windows is stable again, this will have been fixed.
