The issue is pretty weird. In expected result of accessibility/disabled-controls-not-focusable.html there's one space less in the first line of the file than on Mac. 
The initial investigation has been done in https://bugs.webkit.org/show_bug.cgi?id=111999.

Please make a small reduced test case and attach it to this bug. I’d like to help fix it.
