SVG needs a default visual indication of focus or hover like the dotted line around images in html. javascript is not always available or enabled. it's unrealistic to expect authors to provide. it's not clear how users can set a style sheet to provide. https://bugzilla.mozilla.org/show_bug.cgi?id=369507 mozilla bug ~:"
