On Safari 7 I have to "Empty Caches" and then refresh, which means I lose all cache, not just the current sites, and is also tedious.

Command-Shift-R to reload without cache when the Inspector window is focused. The shortcut is in the tooltip for the reload button in the Resources sidebar.

This works most of the time, but just now I had a css file that just didn't refresh until I emptied cache. Am I doing something wrong?
