JIRA 446216. The BlackBerry port used to accomplish scrolling of accelerated compositing layers by applying a global translation. To prepare for accelerated compositing of fixed root background images, we should scroll by moving the scroll layer instead.

Hmm, I was going to upload a patch, but it doesn't apply because 120362 isn't landed yet. So I'll add a "depends on 120362".
