When a textarea has enough content that it should scroll, its handle is always displayed at the forefront of its stacking context. In the supplied fiddle, you'll notice the handle of the bottom textarea appearing on top of the z-indexed textarea. If you change the content of the bottom textarea to a single-word string or something short, the problem no longer occurs.
