It would be helpful to provide insight into when the vblank period has been missed and a frame had to be skipped.

More context: We don't currently indicate to a developer in DevTools that they missed a frame. While this is implicitly deduced if the frame is > 16.6ms (assuming a 60Hz screen) an additional record showing that they missed the frame would be an immediate indicator that rendering performance is suffering.

Chromium and V8 have left the building. Won't fix.
