Show Skia calls and timing info per call, ideally with grouping by element and ability to replay / step through

More context: Seeing the specific skia calls that went into painting a specific layer would be extremely useful. This should allow us to see the relative cost per layer or element in terms of time and number of calls. If we can step through and replay then a developer can start asking "what if?" questions and see more clearly how their actions affect the painting work that is required.
