[chromium] Web Inspector: show pixel overdraws

Show pixel overdraws so unnecessary paints can be quickly identified. Perhaps some kind of heat map or colored blocks?

More context: My suggestion here would be a checkbox that, similar to the paint rectangles, enables you to see where the pixels are being overdrawn. The idea is that expensive paint work is more easily identifiable by the developer if they can see a hotspot. This would be especially helpful on mobile, where developers are reporting that paints are performance-inhibiting.

Chromium and V8 have left the building. Won't fix.
