need SVGGlyphElement dom object

To solve this bug would mean implementing a simple SVGGlyphElement DOM element class.  Just attribute parsing and storage.

This blocks bug 10649 (and blocks bug 10650 from actually being able to implement a fontData() method)

This will go in at the same time as bug 10650, just going to dup it.
