REGRESSION(r138264): commit-queue/EWS error reporting is less awesome

We can make it more awesome still.  Just need to figure out how to rejigger the order of things.

I believe it used to correctly report the "last 500 chars" in teh bug.  Now the last 500 chars seem less relevant than before.

We should probably come up with nicer custom messages for some of the common failure cases.  Which is less about fixing the bug-reporting code, and more about fixing the logs that it prints in the EWS log when it fails, and then the bug-reporting code will correctly upload the last 500 chars.
