Implement failure handling and recovery in the DatabaseProcess. Make sure that: 1. the WebProcesses are happy if the DatabaseProcess goes down. 2. the DataProcess is happy (and consistent) when a connected WebProcess goes down.

We are no longer going to implement a Database process. So, this bug is no longer relevant.
