There are 2 parts to this task: 1. Define the IPC messages between the DB front-end and back-end. 2. Implement the DatabaseProcess and deploy the IPC via a ProcessDatabaseBackendProxy and a ProcessDatabaseBackend.

We're no longer going to implement a Database process. So, this bug is no longer relevant.
