Do not apply viewport attributes and contents size during page transition as this affects user interaction

The contents size is only applied in PageViewportController::didRenderFrame, the initial scale as well, so that only leaves minimum/maximum scale and user scalability.

Closing this bug because the EFL port has been removed from trunk.
