It's a hook for a speculative different compositor behavior.  It won't change anything else in WebKit.

Yeah, it does sound a bit like a turbo button :) I guess it could be something like platformSupportsLowLatencyRendering since it's more about what your port can handle than what you want.

I would have probably used experimental in the name. But yes, it doesn't matter. So long as this is just a storage book for chromium.
