Unfinished download should be visible in the download list, before connection is established Current situation: When the browser shuts down (crash or poweroff), ongoing download sessions will be paused, and stored under Tools->Download. However, this menu does not show up when the browser is launched after the interruption. It only shows up when connection is established, by going to some website, e.g. This is obviously unfriendly because a user looking to resume the unfinished download will not find it immediately. Resuming download must be a legitmate use case, just like openning a web page. if the user selects to resume a download as the first action, the 'connect to server' popup appears, and the download resumes after the user confirm the query.
