On falling leaves or poster circle if you highlight an animating div the highlight remains static even if the div keeps moving.

Yes, this regressed as we migrated to InspectorOverlayPage.html (dom-based overlay rendering). We thought that it was Ok to regress it since floating label did not make much sense either.
