The editing toolbar loads but is not functional at all. http://twiki.org/, version 4.0.2.

Twiki 4.0.2 uses the Kupu editor. Changing the sense of the bug to support the Kupu WYSIWYG editor in Safari.

There are likely multiple issues (see Bug 6627) that are keeping this from working in Safari. Please file dependent bugs for specific issues until Kupu is fully working.
Note that some changes to Kupu itself may be required as well! Please note them in this bug.

Confirmed. Loaded Kupu nightly here and got an error about options.add not an object:

This umbrella bug is only blocked on a HTML editing bug; changing component accordingly.

Kupu doesn't seem to be actively maintained. If there is a current issue with Twiki, please file a new bug.
