soft hyphen in tooltips are always displayed. tested with safari & chrome on windows. in testcase soft hyphen are coded in utf8 (not as ­)

simple testcase:

linktext and linktitle are identical (both with several soft hyphens)

Thanks, so the tooltip is one that appears when hovering <a title=...>.
I can not reproduce this on Mac, so appears to be a Windows issue.
