We'd like to stop using Cygwin on Windows. It causes a lot of headaches, especially on Windows Vista and 7 where we get all kinds of rebasing errors. But on all versions of Windows it has bad performance.
This is an umbrella bug that will be used to track this effort.

@Fuji & @Don - do we any such desire for 'win-cairo' port or we even use 'Cygwin'?
I know for AppleWin port, this is no longer applicable, just before closing, I thought to check with you both. :-)
