When posting a patch via bugs.webkit.org, users must agree to license the patch under certain conditions. (Note Bug 31740 for attaching patches when creating a bug.)
Currently bugzilla-tool bypasses this, never showing the agreement to users and thus not allowing them to accept or decline it.
When posting patches with bugzilla-tool, it should have a way to accept the license via command-line switch or prompt the user if they don't use the switch.
