Bug 292404 – [GTK][WPE] Enable CSS Overscroll Behavior by default

There is no reason to have this disabled for GTK or WPE.

I tested and it works fine once enabled.

Tested both with manual tests like https://www.w3schools.com/cssref/tryit.php?filename=trycss_overscroll-behavior as well as with WPT.
