PR review is hard to do with screen readers. That is true for Bugzilla's patch review, it's also true for GitHub's PR review and BitBucket's PR review as well. It's possible to represent an entire PR in a simple textual document, and by allowing the user to edit that document and then diffing the original content with the edited file, we can programmatically create PR comments on behalf of a user.
