Sometimes when there is a sudden surge of patches (multiple patches are uploaded around similar time), bots on builder queues might not be enough and patches would have to wait. At the same time some bots on tester queues might be idle (since they start working after builder queue finish building). It would be nice to share more bots between tester and builder queues, so that they can better handle the load. Also, if both builder and tester queues have pending patches, we prioritize builder queues (see Bug 204007).
