www.icourse163.org's animation code expects a decimal point in the rAF timestamp (millisecond resolution).

We added the quirk but removed in this commit: https://github.com/WebKit/WebKit/commit/b9264351fea3904f5ec5d9c2eac9daf86f691391 @Karl - anything else needed with this bug or we can mark this as duplicate?

Probably the title of this bug should be renamed to something more generic not depending on icourse163.org
