Problem:
When applying a transition to the css property outline-offset it makes the outline flicker/jump frames.

This might be related or the same bug than #173708.

It seems to work fine even in Safari 16.3 and matches with Safari Technology 163, Chrome Canary 112 and Firefox Nightly 111.
