The test added as part of webkit.org/b/189783 fails on Windows. It appears that Web Animations is turned off on that platform for testing.

Per Arne added a failure expectation in bug 189836, but sounds like there may be a general problem.
Reverse duping, because that bug is references from TestExpectations now.

We only have 'Glib' specific platform expectation as [Failure] but nothing for [Windows] or 'win-cairo', so it might be for 'AppleWin' port.
Marking this as 'RESOLVED CONFIGURATION CHANGED', since 'AppleWin' port is gone and 'win-cairo' port don't have this expectation.
