r227875 is missing cross-platform TestController implementation, same problem as bug #182222 and bug #181231. I don't want to be responsible for updating the TestController every time resource load statistics code changes, so I'm going to do a rollout. Please provide a proper implementation, adding the necessary C API callbacks and utilizing them in the TestController, before re-landing.
