Is there any relevant output or error messages in the system log when the issue occurs? Is there any other information that you can provide to help reproduce this issue? I'm seeing this on El Capitan 10.11.2 on r194284 (using a nightly). Non retina screen (a LED cinema display) 27" resolution of 2560 by 1440. Graphics card is a ATI Radeon HD 5770 1024 MB. The <video> element has width and height specified in CSS in absolute pixel coordinates. Changing the pixel size in CSS makes the video size correctly.
