Please see attached reduction. It has two instances of the anchor tag, both
using the same CSS to give some background color/padding. Notice the first blue box renders but the second doesn't. Some test preceeding the anchor tag is enough to cause it to render. Any text will work including HTML text elements such as the LABEL tag or a &nbsp; literal.
