The expectations for layout test http/tests/history/redirect-js-location-0-seconds.html , in http/tests/history/redirect-js-location-0-seconds-expected.txt , expect a failure -- but occasionally the test passes, resulting in flakiness.

From examining the test I don't understand why it's expected to mostly fail, let alone why it occasionally passes -- but am marking it flaky.
