Launch safari and navigate to the attached html page. 
Make sure that safari is not maximized.
The windowed flash plugin should show up in the second page.
In some cases it shows up at the top left corner of the first page.

This appears to be a layout issue as hitting F5 or scrolling the page
positions the plugin correctly.

The test case doesn't seem to work anymore.  Perhaps you could provide one which does?

The test case still works for me (Safari 3.1.2)
