This problem only occurs on Safari on 10.5 or 10.5.1 and does not occur on any other version of Safar or on Firefox on 10.5 or 10.5.1.

When you go to download a file from www.iquizmaker.com (which is a collaboration between Apple Inc. and Aspyr Media, Inc.) user receive a signaturedoesnotmaththe error message (an error message from Amazon). 

This is apparently due to the Safari adding an additional layer to the URL encoding.

We run a RubyOnRails web application (Apache+Mongrel+Mongrel_Cluster) that takes url parameters and forwards the request to AWS (which is a file storage web service). 

I can try to manually rewrite the URL as a bandaid but this sounds like a bug in Safari as I am sure it will affect more than just our site.

I can reproduce this with Safari 3.0.4 on Leopard.  One thing of note is that when I received the error, hitting back then forward correctly began the download.

Also happens with TOT.  Hitting Enter in the address bar of the error page also successfully begins the download.  Something about the redirect appears to be to blame here.

I haven't tested Safari 2.0.4, but it seems appropriate to mark this as a regression per the description.

TCP packet captures on 10.5.1 and 10.4.11 (Safari).

I used Wireshark to capture the TCP traffic trying to download from iquizmaker.com. 

Similar MacBook Pro's; one with 10.5.1 and one with 10.4.11. 

I included complete system specs on both laptops with the capture. 

This is way out of my scope but I hope it helps ;)

This is an issue with underlying system frameworks, and not open source WebKit. Closing as INVALID per our process, and this will be tracked internally by Apple as <rdar://problem/5681641>. Thank you for filing this bug and providing detailed information!
